Question / Help Obs NDI HUGE frame loss, I don't understand why. I've tried everything. Please help!

Hey y'all.
I've been having very slight issues With NDI before, but NOW it's unbearable!

I have a two computer setup. A gaming pc and a streaming PC.
When I'm using NDI to go from my gaming pc to my streaming PC, it will seemingly choke up and stutter for huge slots of time. It's honestly like watching a slideshow.
I don't know what could be wrong. Maybe driver issues?
It was working perfectly fine about a week ago.
I need any help you guys can offer.

could it be my graphics card drivers?
Maybe my NDI version is old?
The thing is that my problem just started happening recently.
The only thing I've changed sinced noticing my problem is I upgraded one of my Cat5e cables to Cat6, just to be sure. But even still, it was working perfectly fine before!

The only real 'hint' I can imagine is that On non graphics intensive moments (I.e. Navigating menues in Modern warfare) It will run semi normal with smaller choke-ups
But when I get in game it's like 1fps.

Any help at all is appreciated.

Both of my computers are pretty beefy.
My gaming pc is a i9-9990k with a 2080ti
My work pc is an i7-4970k with a 1080.
Both have 16 gb of ram.
