OBS my live stream is not smooth

Hello, I need help on my stream. When I am watching my stream during live it's not that smooth it's like 20fps gameplay sometimes its dropping but on obs I have zero drop frames. When I check my obs status it's all with green status for my network and for my specs.

Pc specs
ryzen 7 5700x
rtx 4060
16gb 3200mhz
b450 board
100mbps fiber internet

Beware
1. that having different base resolution (1920x1080) from output resolution (1280x720) means re-scaling which with is adding load...
2. the downscale filter you use.. they have different hardware resource impacts

you log is incomplete .. does NOT include a Recording and/or Streaming session (15->30 seconds of output, at least, please)
And the OBS Studio log won't tell us what all else is going on with your computer (others workloads)

03:22:10.440: Video stopped, number of skipped frames due to encoding lag: 10/972088 (0.0%)
so that would seem to imply computer isn't the bottleneck.... so First step... test using Ethernet NOT WiFi...

And check your log... something weird with all the constant slight adjustments to game capture ... height changes?? bouncing around between 899 & 900? like 80% of your log??? that can't be good...
