you have a strong CPU. you should use as as encoding x264. set the cpu preset to veryfast, resolution should be 720p30fps, you could go to 60fps. if you want have it smoother, but it cost more CPU power and even lose quality if you moving the camera fast. set keyintervall to 2 and try again.

Mhh did you use your webcam in your streams. If yes check if the resolution in the webcam settings in obs is set to 720p60fps and not 1080p.

@dping please can you help me? thank you
yup, I remember you :)
use x264 only. NVENC and quicksync are for local recording or really weak CPUs.

remove monitor captures from all scenes with game captures. there leave monitor captures in their own scene.

Lower webcam resolution to no more than your stream resolution. 720p recommended here.

turn down your MSAA in game to 2x. no more is needed really. anything more is eye candy for you only.

about CS:GO. dont use any launch options with it. the ones especially to avoid are -high and -threads. these hinder stream performance even if you have 12 threads to use. leave it at default.

Don't ever watch your stream while you stream. use a popout chat on twitch. ask viewers how it looks and so on. Watching your own stream will lower performance of even godlike PCs.

There is a secondary issue, its your upload speed from your ISP. http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester

follow the instructions above and use this utility for your region. dont stream or do anything else while you run it. Post a screenshot of the results.

@firesanta start your own thread. I will not help you here, sorry. make your own thread. thanks.

yeah you changed things that were not to be changed. change downscale in video tab back to 720p. 1080@60 is more than you should do for streaming.

please close all browsers and only have your game and OBS running. by the way, your game capture is pointed to steam.exe and not the game's exe.

LAstly, you might have some heat issues with throttling when encoding which would explain the majority of your issues.
