Has anyone notices OBS limiting gpu usage even when not recording/streaming?

On The Division 2 benchmark gpu usage goes from 92% down to 82% (153fps down to 119) while OBS idles in the background. (No issues in Anthem)
9900k RTX 2060.
The goal was to record with a laptop using NDI (so near 0% usage on main PC).
