obs lags whole pc

so whenever i run obs, desktop window manager starts to use a lot of my gpu and starts lagging, i don't even need to record it starts lagging after a while, lag looks like this: https://youtu.be/CDy3J5FQUYk

Too much sources, all done with the cpu alone.

You have an ideapad with an U-proc (low end) and no hardware-encoding capable gpu.
But you have a lot of capturing configured. The yt video showed your whole desktop so it was that screen-capture i think?
Avoid screen-capture and try game-capture if possible. Bring your game to fullscreen mode and try to build anything (game and obs) to 720p30, to start with.
(By the way: switch to .mkv recording please. Later on you can easily remux that file to .mp4 via the obs menu)

Then look if that is a capable starting point.
 
And when you start OBS, you are doing all of the rendering work to create the Preview Window
If you are using Studio Mode, then you are doubling the Preview workload.
So yes, CPU/GPU impact on starting OBS is exactly what you are asking OBS to do. Depending on settings, Recording may only add some disk I/O
