OBS Lags clips on original open.

Recently updated to version 28.1.2 so I can get the application audio output capture feature.
Whenever I first open OBS my clips are like a slideshow, but whenever i close and roeopen OBS it fixes itself, never had this issue with my previous versions.
Im clipping at 240fps.
My games can run at 240fps locked with little to no drops so im just wondering what I can do to fix it, tried installing and reinstalling but still the same thing.

Few things which can be done:

1. Set the refresh rate on your monitor to 120 Hz. Your log shows it's set to 60 Hz.
2. The new Windows 10 Hardware-accelerated GPU scheduling ("HAGS") added with version 2004 is currently known to cause performance and capture issues with OBS, games and overlay tools. It's a new and experimental feature and we recommend disabling it via these instructions.
3. To ensure that OBS Studio has the hardware resources it needs for realtime streaming and recording, we recommend disabling the "Game DVR Background Recording" feature via these instructions.
4. Enable Game Mode via the Windows 10 "Settings" app, under Gaming > Game Mode.

My monitor is 240hz, im on windows 11, i have the game dvr thing disabled
Edit: My logs may say its set to 60hz because my obs is usually open on my second monitor and I can't set that monitor to anything higher then 60hz
