OBS Lagging while recording

Okay, so I was recording today for a video but I encountered a problem. The problem is that I was recording at 60 FPS. Before recording my FPS shown on the FPS display was 60 (Like Normal) but when I hit record the recording lost FPS to 48 ~ 53. It never happened to me before and I went reset my OBS settings and it still did'nt fixed the issue. I tried on my other Laptop and on the same settings it ran smooth, while it ran with FPS Drops on my Windows 10 PC. Any help would be appreciated.

1. In Windows 10 versions 1809 and newer, we recommend that "Game Mode" be enabled for maximum gaming performance. Game Mode can be enabled via the Windows 10 "Settings" app, under Gaming > Game Mode
2. Run OBS as Admin. Right click on shortcut, properties, advanced, check box, ok, apply, ok.
3. Display Capture is the last resort. Build your scene with Game/Window/Video Device Capture etc.
4. Use the Quick Sync Video (QSV) encoder instead of x264.

I cant find the QSV Encoder in my Encoder settings.

Your motherboard may not support it. Try updating your BIOS and drivers.
