OBS Lagging after I got a new monitor. Also, can't install it again.

Hi there, just got a new 165hz 1ms 1440p Monitor, and OBS (as well as everything else I record video with) seems to be dropping to about 30fps. I've been looking around the internet and I see all this stuff about bottlenecking GPU's and CPU's, but I don't really know what they mean. Part of me assumed because I changed the monitor that OBS just wasn't used to this one so I went to reinstal it. Now it says that I can't start the installer because Adobe Creative Cloud Desktop is using OBS files (Could be from editing?). I'm just kind of done with this so I response would be welcomed. creative cloud desktop is running in the tray or background and needs to be closed in task manager to get things working.

Provide your OBS log from a recording attempt though.

So it turns out that when I reinstalled it everything just started working flawlessly. Must just be a bug or not the latest version. Sorry for wasting your time, if anything acts up I will ask again. But, I will put the log report from the file that was really laggy. (I think it's this one)
