Question / Help OBS Lag

Hello all. I recently got a computer as a gift and I would like to record some of my gameplay and upload it to Youtube. I am a complete novice in this regard, so this might be really dumb.

I have tried OBS and every time I try to record, I can never get it to go more than 20-24 FPS and it seems really laggy with the audio and visual.

I probably need to upgrade something with my PC because I have searched and tried putting the settings on both at the lowest and still am having these issues.

Below are my specs. Is there anything that jumps out at you?

This indicates that your GPU is overloaded. Make sure you're capping FPS in the games that you're playing, and that your GPU can hold them steady without being maxed out.

So I have Radeon R7 240...I assume that isn't powerful enough then? Can you recommend something that would be relatively inexpensive that I could record 30fps at like 720 with? I really appreciate your help. Thank you so much.
