Using OBS with that PC is like showing up to race a top fuel dragster with a Prius. Has it ever worked?

Try getting rid of Norton, disabling Game DVR, set your canvas resolution to match the output resolution & update your AMD drivers.

Can you run OBS as admin just for small reasons such as compatibility? (Won't probably help, but it might do something at least.) Is your device a 60 fps thingie? You have OBS on 30 fps, which depending on your device, it may create lag. Also, I believe your OBS version is outdated. Finally, if you are playing a game and streaming, for example, Minecraft, the game may or may not have a fps limiter bar like in Minecraft. If you are playing a game, see if it is possible to cap the fps to VSYNC in order to save resources. Your camera is 30 fps too, so it may seem a bit laggy. Can you also post a 1~ minute or so video so we can see the end result?
If you normally include your face and background in a video, maybe record a game instead?

Well I can’t do that. I got it as a Xmas gift and that would be a. Rude and b. I’m sure there is more options than that

b is don't stream or record with that thing. It strugles already at heavy excel sheets, it is not build to do anything beside some internet surfing and maybe watching some youtube.

The pc is made for office and normal usage, and not heavy games. Still, you could possibly use it for recording, but only streaming if you have another device to share the load. Streaming will probably crash your computer due to the huge amount of resources needed. Recording may work however, but you need to find the right settings. If you perhaps got a much better gpu, and cpu, it may work. I use a potato gpu, but I can record good quality and no lag. (Using the NVIDIA GeForce GT 710. It's cheap, and its okay. Might wanna get something better though. Not sure if it would be compatible with your specs, so research may help alot.)
ps: could you take a look at my previous reply and try the suggestion? Thanks!
