Question / Help OBS lag/constant buffering for my stream help!

Hello,
I am trying to start a stream using OBS but however it constantly buffers and skips frames while streaming
OBS settings:
Encoder: x264
Use CBR
Quality Balance: 10
Max Bitrate: 2500
Buffer Size: 3500
Resolution:
1920 x 1090
Resolution Downscale 1.25 (1536 x 864)
Filter: Bilinear (fastest)
FPS: 30
Upload Speed:
23.08 Mbps/23,000 kilobits ps
Computer Specs:
AMD A4-6300 APU with Radeon(tm) HD Graphics 3.70 GHz
8.00 GB
64-bit operating system, x64 based processor
Please help!!!!!!

Bitrate too high.
Custom buffer size should NOT be used while streaming

And post your obs log.
