Question / Help OBS keeps running in the background and using my webcam

So let's start in the beginning of what's happening... I noticed that my laptop's built-in webcam was used at all times and was wondering what's using it. I went to check which process was using it with the process explorer tool and it said "obs64.exe"... There's a few things wrong with this in the first place, such as me not having opened OBS since the last time I shut the laptop down completely, and only one of my scenes had this webcam on it and even that was disabled (and I haven't used said scene in ages either).

So I thought that "whatever, easy fix, I'll just kill the obs64 process here". Wrong. It gives me a window saying "Error terminating process: Access is denied."... Then I tried opening OBS and removing the webcam from the scene that had it, no luck there either. At this point I noticed that when I opened OBS, it had created a second process called obs64.exe and that one I could close just fine. I also noticed that the OBS that was running at all times didn't show up in the processes list on the task manager, but it did show up on the list in the Details page (Here I also noticed that it was using 25% of my CPU as well)... And even here I couldn't kill the process without it telling me that "access is denied".

Next up on the stuff to try to fix it: restarting the computer... nope, this obs64.exe process starts up whenever I boot up my computer automatically... and then I remembered that this happened to me once already... Back in January I had the exact same issue and I had tried a bunch of stuff to get rid of it (well mostly trying a bunch of different ways to uninstall obs, which was dumb cause it was running and of course I couldn't uninstall it when it was running...) In the end to get rid of this issue, I just factory resetted my laptop and there we go... I really don't want to go through the hassle of reinstalling everything after a factory reset to get rid of this just to have it appear again after some time... Does anyone know why this happens and/or how I could fix it? Also if there's anything else you need as extra info, just ask...

TL;DR: A process called obs64.exe starts up whenever I boot up my computer and starts using my webcam. I can not kill the process through any ways that I could think of.

I didn't do that though...

Also OBS isn't listed in the startup list on my computer either, but it's there everytime I start up anyway
