OBS keeps dropping frames when I'm using a capture card.

I'm having an issue where OBS has a slight framerate lag. The issue doesn't seem to care if I'm streaming or not, just when a source like a capture device is being shown. When I run anything else like a game on the PC, I don't get this problem. Also, it seems to happen every few minutes or so. Seems fairly random and inconsistent.
