I recently had major packet loss problems with my ISP, and while this was occuring, I noticed that OBS would "freeze" up for around 5 seconds while the send buffer was full, afterwards it would unfreeze and start the reconnect process. If this is what you are experiencing, then it is highly likely that the connection between your ISP and your streaming service is having problems. You might try choosing a different server instead of the default global load balancing server. A program called
