OBS Kbps Dropping since latest update to 30.0.2

Ever since the latest update, streaming to YouTube keeps crashing. We've changed the bitrate from 700 to 6800, altered resolution and fps settings, added a delay, moved the latency up and down, switched from H.264 to x264 encoder, upgraded the process priority to high, not sure what else to try. Internet connection says it's good but the online speed test is much lower than the one performed on the router. Let me reiterate, never had these issues before the latest update.

Hi there.
I have 2 identical laptops. 1 has OBS v 26 and the other V 30.
I have been having more trouble lately on both computers with the bitrate taking a sudden dive to zero and jumping back up to 5000
I have dropped back to 2000 at times and it still dives.
I am running different mobile hotspots on both but not plugged into ethernet.
I am going to trial direct connection to see what happens.
It is not isolated to a single streaming platform as I stream to youtube and custom rtmp and it drops on both.
I have OBS set to dynamically change bitrate so the stream never drops out completely.
I don't know if it's an OBS issue or WIFI
This problem is making a fool of me when streaming an event.
