Obs Kb/s drops to 0 for no reason?

at least once during every stream (and 4 times during my most recent stream) my bitrate will randomly drop to 0 and disconnect my stream, this happens at a random time during the stream. When i press "Stop Streaming" it goes grey and says "Stopping Stream" but it never does. after i force-close obs and re-start the stream my stream has no audio. I receive no error message. the last time someone had this issue they got no response. Also during the resets it tells me that OBS is still running but it isn't.
The log file below is from one of the restarts which crashed within 10 minutes

No, OBS is running, that you don't see it isn't relevant... basic computer operating principle for many decades

So, you most likely have a bad plug-in causing an issue... checking log... streamelements... why am I not surprised
 
With the log you provided you have 2 instances of OBS running

Turn off Windows HAGS , this is known to cause desync issues when using OBS
Turn off Game DVR
Never run Display / Game Capture in the same scene and you only need 1 Game Capture source across all your scenes.
Run OBS as Admin
 
Running OBS as Admin is typically ONLY when you run into a GPU scheduling conflict, and is otherwise a really bad idea. Original Poster's CPU is new enough, and as you've noted has issues not associated with CPU/GPU contention. So, until everything else resolved, I'd strongly recommend running OBS as Admin should be avoided
