We can't access OBS on my business partners laptops. We keep getting these messages, "OBS did not shut down properly during your last session. Would you like to start in safe mode (third-party plugins, scripting, and WebSockets disabled)?" Iv'e try to open in safe mode and run normally and it keep going back to the original message. He owns a MacBook Pro.

Post a logfile, and also run it through our automated analyzer. Link to that in my signature.

That message is because, like it says, OBS didn't shut down cleanly, and so it thinks that something made it crash. Usually, that comes from something outside of OBS itself (one of the well-marketed plugins is also well-known on here to be terribly written), so "Safe Mode" temporarily disables all of that.

If Safe Mode lets it run, then it's trial-and-error to see what plugin or whatever is the problem. Though if you post a logfile and we see the bad plugin, that's probably it.
If it continues to crash either way, then we REALLY need that logfile!
