OBS issues regarding bitrate drop / web panels reload

Ok, this one is kinda weird but I'll try to explain it as good as possible. This is in OBS 31 btw.

Normally after streaming for a couple of hours, even minutes, my OBS previously had some bitrate drops to 0kbps, leading to a "Could not access the specified channel or stream key", not letting my OBS do a reconnection, even if my connection is 100% good (don't know if this issue is regarding twitch, my pc, or my ISP at this point). I tried some workarounds regarding that and it seemed to work, but later that day, my OBS started to randomly reload itself all my web panels (not the normal OBS panels, web panels like chat, activity feed, etc).
This happens usually but most of the time doesn't cause a crash, but after 2 or 3 reloadings, obs crashes completely, so I revert the changes made to avoid the previous issue (I changed the "Bind to IP" option from Default to my ethernet IPv4, back to Default), and it continues to crash randomly.

Attaching last log and crash report from yesterday, I already took a look but didn't find any clue, so any help would be appreciated, if there isn't a solution, I will revert OBS to 30.2.3 until a future patch.
