Question / Help OBS is stuck at 0.94 FPS

i have tried to change frame rate to 60 and it says its 60 in settings but on the scene editor it shows 0.94 always and the preview is at that frame rate as well. what should i do?
 
No, now i have to find out what source is doing this too me, also i would like to thank you with the collection idea i tried to do it on a blank 'scenes' and i still had the issue.

but going back and fourth between scene collections causes OBS to not respond and freeze up for a few seconds.

I didn't make the answer a reply so here it is: No, now i have to find out what source is doing this too me, also i would like to thank you with the collection idea i tried to do it on a blank 'scenes' and i still had the issue.
 
I don't remember exactly what i deleted but it was only of the window captures for when i record the screen on my phone through a specific application which i have two of.
