OBS is sapping internet speeds!

Hi! i really need some help, as I've never had this problem until last night. My OBS is absolutely draining my internet speeds. I am on Ethernet and have gigabit fiber internet through Rev. While not streaming my Speeds sits at 950-978Mbs Download and 780-820Mbs Upload. and while Stream they sink to 17-31Mbs Down and 78-90Mbs Upload. Ive tried reinstalling, resetting the router and searching the internet for hours. i cant find a single thing. Please help as I'm not able to stream!

I have no idea, i ran a virus scan and nothing. So, i guess its my ISP. guess im going to call them in the morning. i tried Streaming through AMD software. It not as bad as a dip 250-270, but very noticeable. TY for your help. :)
