Bug Report Obs is fine tabbed out, laggy in full screen for the recording but no in game lag

Hey! I have been having trouble VERY recently with OBS. I like to record and post overwatch videos. Although, I have recently seen some trouble that came up completely at random. Whenever I record a video, I can see that the recording session is silky smooth as I am tabbed out. But, as soon as I enter full screen, I don't see any in game lag, but the recording is choppy as all hell. My main PC specs are an i7 6700k, a Nvidia GTX 1060, and 16 gigabytes of ram (I'm not sure if it's ddr3 or ddr4). If I could be helped out with this annoying ordeal that would be great. Thanks!
 
Is this also occuring, when the GPU load (whil ingame and recording) stays under 95%?
If you're not sure, how to make sure, the GPU load stays under 95%, just set an fps limit and reduce details, until the GPU load is low enough.
 
Quick Update: so far, the frame rate drops in full screen with overwatch. I tried other games on my computer, such as minecraft, to test it, and the frame rate was fine in smooth in full screen with minecraft. Any people know why?
