Question / Help OBS is doing really strange things

Ok so when I open up OBS it creates a strange roadblock (if you will) in my pc.
1: It freezes any videos I'm trying to watch online or a MOV on my desktop
2: It won't allow me to play mp3 files on my desktop

These are two things that I'm aware it does. However I'm sure it's doing more.
I've worked for hours trying to figure this out. Researching online, watching videos, etc.
I can still browse the web fine. I'm currently posting this while OBS has infected my computer.
I can still play video games just fine, but there is no sound.
I'll list my pc specs(if even needed):
  • Motherboard MSI Z87-GD65
  • Processor Intel Core i7-4790k
  • Graphics Card EVGA GeForce GTX 1080 FE
  • Memory G.Skill Ripjaws X 32GB
  • Operating System Windows 10 Pro
  • Case Thermaltake Core V71
  • Monitor Dual ASUS VG248QE 24"
  • Mouse Razer DeathAdder Elite
  • Keyboard Razer BlackWidow Chroma
  • Microphone Presonus M7 Condenser Mic
  • Headphones Audio-Technica ATH-M50x
  • Storage Dual 1 TB WD HDD │ 256GB Crucial MX100 SSD
I have a Logitech c920 webcam that I use for face cam and I hear streamers
have been having issues but I believe this to be unrelated.
I fully uninstalled OBS and then reinstalled the latest version and even did
the auto setup for streaming to see if maybe it was something in the settings
that I may have messed up. Still no change. After I close OBS everything goes
back to normal. I can hear all audio and all my videos online play as long as I refresh the page.
Here is something to note. If I'm playing a video on youtube and then open up OBS while the
youtube video is playing it continues to work just fine and I have audio. In this case it mutes my MIC.
My mic becomes corrupt and no longer works. If the youtube video isn't playing when I launch OBS then
its the opposite effect. My audio mutes and my mic still works. I'm usually very good at solving these issues
but I'm just losing all hope for this. Please someone shed some light on my case.

You don't have a Behringer UMC22 but it might be the same issue.

In Windows, double click the Playback device->Advanced->Set the sample rate to 16/24bit 44100Hz or 48000hz. If you record/edit videos, use 48000Hz to save yourself headaches)
Do the same for the Recording device, ensure it is the same rate.
In the Control panel for the interface make sure it is the same rate.
In OBS ensure you have the same sample rate as well.

Reboot.

Now try OBS and see if you have the same issue

So I believe everything is working fine now! All my sources were set to 44100 hz except for my speakers.
They were set to 44800hz. Made sure everything was set to 44100hz and everything is working just the way it should! Thank you so much!
