I'm not streaming at all. My specs are
i7-4790k
16gbs DDR3
GTX 1080 sc

Quality wise when recording the desktop, windows or any non-game related things (I've testing things such as youtube videos) there's no blurry-pixelation, however when recording a game this blurry-pixelation is present. Also I'm using OBS 17.0.2 and I'm a bit unfamiliar with the UI.

Why aren't you using Game Capture?

Also, there's no recording attempt in that log.

That said, use the recording quality presets under Settings > Output when in Simple output mode. In the recording section, change the Recording Quality to Indistinguishable Quality, and then select your encoder.

Instead of using x264 encoder to record, use NVENC encoder, this will offload the workload of recording to your GPU, the recommended advanced settings for the NVENC encoder can be found in the link @Fenrir provided.

Also, there was still no recording attempt shown in the logfile you pasted into the code add box, below is a link to help you with uploading a logfile that others can use for more provision of support for you:

Always make sure to do at least a minute or so recording/streaming attempt (Just play the game as per normal is best when recording/streaming) before you upload as it contains more pertinent information in the logfile that will further help with support!
