OBS is causing my computer to slow down without streaming

1. In Windows, we recommend that "Game Mode" be enabled for maximum performance. Game Mode can be enabled via the Windows "Settings" app, under Gaming > Game Mode.
2. OBS is not running as Administrator. This can lead to OBS not being able to Game Capture certain games. If you are not running into issues, you can ignore this, but it looks like you might be because you're using Display Capture. You should only use Display Capture if you need to capture Windows stuff such as Start menu and Desktop. Remove Display Capture and build your scene with Window, Game, Video capture device etc.

I tried it out without display capture as well as enable Game Mode. This time it did the same thing with the 2 to 3 sec freezes and some 10 to 15 secs. This is the new log file below
