OBS hotkeys not working once new window is opened/selected

I have hotkeys set up and have OBS set to never disable hotkeys. when I select OBS I can start, stop and pause recording, but the instant that I switch windows I can no longer use the hotkeys to manipulate OBS.

FYI I am using Bazzite 43 for my OS and OBS 32.0.2

for the record, I discovered my issue. because OBS was installed as a flatpak something with wayland settings were preventing it from persistently interfacing with the OS (I think, I have no clue what I'm doing with linux). to fix my exact issue with a flatpak install I ran flatseal, selected OBS, and turned off wayland windowing system, hotkeys work perfectly now.
