OBS high GPU usage issue with NVidia Broadcast after upgrading from 2060 Super to 3070 RTX

Hello, I've started to experience a weird issue recently with OBS. Until Saturday when I changed my GPU from a 2060 Super to a 3070, I was able to use OBS & Nvidia Broadcast using the camera background removal filter & play PC games while streaming them without much issue (apart from the 2060 struggling in some situations).

Ever since I installed the 3070, when I use Nvidia Broadcast with OBS my GPU utilization hits 95-99 even when streaming a console game (i.e. not playing a PC game, nothing is using my GPU). Even in that situation, I am still losing frames, my stream is very choppy and something is going very wrong. This is using the NVENC (new) codec for streaming & recording outputs. Even with the background removal filter on broadcast disabled and using nvidia broadcast as the camera source, the utilization stills hovers around 90%. If I don't use broadcast at all for video, GPU goes back down to the standard 30%.

I've tried turning on/off game mode, hardware-accelerated GPU scheduling, I've set the card in nvidia control panel to "prefer maximum performance" mode, I even set up a 2nd partition to do a clean Win 11 install with just the drivers, OBS & nvidia broadcast - problem persists. Rolling back to the previous driver version - problem persists. In GPU-Z I see VRel & VOp as PerfCap reasons with GPU voltage 1.0750 at 99% GPU usage (not sure if this is too low, I don't know the stock voltage ranges of the card).

My specs are:

  • OS: Win 10 21H2 19044.1348 / Win 11 fresh install
  • CPU: i7-8700K 3.7GHz (not OC'd)
  • Mobo: Asus Prime Z370-A
  • RAM: 32GB DDR4 @ 3.2GHz
  • PSU: Sharkoon WPM Gold Zero 750W
  • GPU: MSI RTX 3070 Ventus 3x OC
I'm posing here because OBS is raising its GPU utilization, but will also try posting the same in the nvidia forums. I am attaching my log file.
