Question / Help OBS Help! Stream quality and buffering issues!

Alright so I need help when I stream the quality isn't great, I'm trying to stream csgo and I play on 4:3 and the res is 1024x760, my upload is around 18 as well. And my friends complain of my stream buffering quite a bit, please help me stop my stream from buffering and make my quality a bit better, thanks a lot in advance :)

720p@30fps, 2000kbps. Also set your x264 preset back to Veryfast.

I have no idea where you got those settings, but slap whoever gave them to you. Hard.

Your viewers are buffering because you're running way too high bitrate.
 
I'm going to sound like a complete noob here but erm how do I change the quality to 720p? xD
And is that all that I pretty much need to do is everything else fine?
