Question / Help OBS HD 60 Pro - Stutter Issue!

So for the past few weeks I have been having a weird stutter issue with my Elgato HD 60 Pro This problem seems to happen in Game Capture HD But more so in OBS I keep getting this stutter or snagging of the video. Everything is mostly smooth but every so often it will snag or stutter seemingly for no reason at all. I have tried removing my web cam & all overlays I still get it. Attached is a video detailing the issue ina little more in detail. Tried the directshow driver & elgato drivers. Still no fix! I am at the point of pulling my hair out. So any help at all would mean the world!

CPU -
Intel Core i7-7700K Kaby Lake 4.2GHz OC = 4.6GHz
GFX - GTX 770 4Gb SC
Ram - 16Gb DDR4

Man, i have been dealing with this issue for like a "month", you dont get any skipped or missed frames for sure.

my first idea:
1:display port to HDMI adapters:1541455554752.png on your HDMI cables to , no hdmi is inserted to the GPU.,

2: Disable HDMI audio devices in sounds

2:Use the dispolay ports closest to your DVI port.

3:As last resort set global frame limiter to 60.00 fps globally, also enable smooth AFR ebavhiour on. by using NVPI(inspector) set global.

i did try many things and i finally got rid of it but i was so fed up that i made multiple changes at once. Go for the HDMI s first ,

If you're getting stuttering with the Elgato software as well, there's nothing we're going to be able to do to help.

If you dont have it on your screen but inyour stream and recording, give it a try, that stutter is unbearable
edit: actually it s not a stutter it s like a glimpse of two or three previous frame. it s like some stupid process is trying to detect a display device or make a v-synchronization attempt.
