OBS has gone from 30 fps to 5 spf (seconds per frame) despite no changes to settings or hardware

This is an example of what I used to be able to record:

Now this is what it looks like:

Absolutely no changes have been made to OBS settings, or the recording method, or the hardware. My two theories are:
1. The hot summer weather means my CPU can't do as much.
2. The latest version of OBS (27.0.1) is significantly worse than all previous versions of OBS.

Neither of these sound especially plausible, frankly, and yet I need an explanation.

make sure the GPU of your system is not running at more than 90% load. You can monitor your GPU load by using GPU-Z. If the GPU load is between 91-100%, then limit your in-game frame rate (fps).

These settings allow me to record decent video (Based on this forum post) in case anyone else needs tips.
I'm still curious as to what caused this problem though. Perhaps the default settings simply changed between OBS versions.

I already tried limiting my framerate significantly, to no effect (the video in my bad example had the game limited to 40 fps, I can usually get around 70). My GPU (NVIDIA GeForce GT 1030) is in most cases much less of a bottleneck than my CPU (Intel Core 2 Quad Q6600) anyway.

EDIT: My GPU load according to task manager is ~30%
