I had a really weird issue today. I was attempting to stream to YouTube, and it would start the stream, but then send no data. My bitrate indicator at the bottom would show 0 and be red. So I would try to stop the stream and it would get stuck there. The program itself was responsive, it's just that the stream would never show stopped until I forcible ended the obs task. I tried using both 27.0.1 and 27.0.0 (64-bit for both of them) I tried streaming to the primary YouTube ingest server and the legacy RTMP option. I have an NVIDIA card running the game ready driver 466.77 and have streamed with those drivers without any issues previously. I tried rebooting several times and did a speedtest to ensure I had both low latency and plenty of bandwidth. I was able to stream to Twitch using the multiple output plugin from SoraYuki with out any issues.
