Question / Help OBS H.264 Recording looks really bad, CPU isn`t even on 50%

So i spent some time building a second streaming PC with a bad Graphics card and a Ryzen 7 2700X. Im using NDI to transmit the footage (I am using a wireless connection but i have found a way to do the NDI connection with ethernet and it looks crispy as long as im not recording). But with a 40k Bitrate on fast it looks like that: https://streamable.com/n12wl0.
Does someone know whats going on?
 

Please post a log with your issue! Here's how...

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...

Your recording settings look OK (though using CBR is not recommended). Do you see the stuttering in the preview also? It looks like it might be a problem on the NDI sending side.
 
Tried with a capture card again, this time 720p60 VBR 40k, this time I didn't have shuttering, but bad video quality I also saw in the preview:
