Question / Help OBS , GTX860M, Rocket League stream and record stutter

I have been streaming a few games fluently and without problems, but I just got Rocket League and whenever I try streaming it using OBS the output stutters. I tried a lot of things, but even going down to a very low quality and a bitrate of 1000 kb/s, it still stuttered. I tried the default encoder, quicksynch and NVENC, with no result. I tried tinkering with the settings, encoding profiles, everything..
Even just recording (not streaming) something creates footage with stutter, so it appears to be some encoding problem. But I run the game at a very steady 60 fps, and my CPU is barely used (specs below) and when I try using the built-in streaming feature from Nvidia that uses Shadowplay, the stream is 60fps flawless.. Is this an issue with Rocket League, or maybe some compatibility problem?

Specs:
GPU - GTX 860M
CPU - i7-4710HQ Octacore @ 2.50 GHz x64
RAM - 8 gb
OS - Windows 10 x64

Ps. I tried both OBS and OBS Multiplatform, same results. Also tried both Twitch and Youtube Gaming with both programs..

Hey, I was having this issue but not only with rocket league, other games were presenting this issue, the gameplay was smooth, but the recording ended up having a little stutter every now and then and found out the reason.
For Windows 10 60Hz it's the same as 59.94 Hz, despite what most people read on internet, it's not. Rocket League was trying to output 60 frames on a 59.94 HZ refresh rate, I dont know if the OS or the game is at fault here. You dont see a difference while playing because your display can output both 60Hz and 59.94 Hz. It only affects the programs specting the full 60Hz and only getting 59.94Hz
The solution: Use CRU http://www.monitortests.com/forum/Thread-Custom-Resolution-Utility-CRU
Find the offending resolution, in my case it was showing as 2560x1440 59.94 Hz despite windows saying it was 60Hz, I deleted it and added 2650x1440 60Hz
