OBS GPU usage high

Hi all. Was wondering if anyone could help. When i game and stream same time. The game is really Laggy and stuttering.
Specs
3900x
RTX 3080..
32gb ram.

Obs upto Date.
GPU drivers and windows upto date.

I run OBS in admin Mode..
Capped Frames.

I notice in Task manager that obs. Gpu Usage is around 60-70+%

GPU temps around 68c

When playing games i get around 30fps.

I have Hardware Accelerated GPU Scheduling enabled on windows 10.

Only started a few weeks ago.. I have tried rolling back drivers. Fresh install of windows.

Soon as i stop streaming. Game runs smooth while obs still opened.

Also if I remember that HAGS needed to be turned off.

Hi. Still having issues.

Done a fresh install off obs. uninstalled plugins. re-installed. GPU usage still high. Making stream Lag real bad and stutter
