Question / Help OBS going below 30 fps?

Hi! I'm currently streaming CSGO and my fps on OBS is capped at 30 but it drops down to 10-20 every 5-10 seconds. So the stream is really laggy even though my fps in-game stays at 200-300. I can stream Dota2, H1Z1 and GTA V really smooth on 30 fps, but CSGO wont, what to do?
I'm using 720p with 30 fps and interned is 30/10. Any advice is appreciated!! Thanks

EDIT: My specs:
GPU: GeForce GTX 670
CPU: i5-3450 @ 3.10GHz
Memory: 8,00 GB RAM
and all the latest drivers :)

I'll also add that i tried to remove the preview window but that didn't help with my fps problem

besides having multiple game captures in the same scene andlong with a lot of messages from CLR, everything looks fine. try removing unused game captures and maybe uninstall CLR to see if either of those are affecting you (unsure).
