Question / Help obs glitching when trying to stream with webcam

I have an hd pvr2 andit streams fine but when i try to add my webcam it starts to lag and pixel and glitch out. As soon as i remove it, it works perfectly fine. and im not maxing my cpu bc i can stream games on my computer just fine i stream a bit rate between 1500-3000 i have a 6 up and 45 download.

What encoding preset do you use? Are you streaming at 720p@30 or 60? More info is required to narrow down the issue
