OBS Game Capture Function on Windows 11 (22H2) Causes FPS Massive Drop In-game

A few weeks ago my streaming was smooth but suddenly since the last update for windows 11 immediately after opening obs my framerate drops from consistent 60fps to 30-15fps when using Game Capture method on any fullscreen game. I've tried running obs as ADMIN, solved memory leaks, uninstalled and reinstalled the program, and I'm still getting this problem.
