OBS Frozen Frames

So whenever I use OBS it doesn't record my screen, it does but it's frozen frames, it's hard to explain there's an example on the attached google drive folder. Anyway, I can't record anything, I've tried uninstalling OBS and turning all the settings down, my GPU and CPU aren't used a lot but the recordings on OBS still have frozen frames.
