OBS Freeze my PC when I have any other app open

I am trying to speedrun Tears of the kingdom, and when I open my web browser, VLC Media player, for a metronome, or to watch something while I practice a trick, or any other application that is not OBS or live split, OBS will completely freeze my PC. One time I went to go do something else when it froze so I just left my PC on. 15-20 minutes later I come back and it is still frozen! I have tried "Ctr + Alt + Del" but nothing happened. I have tried searching google to see what could be wrong and I could not find anything! I am using a ELGATO HD 60s as a capture card. I have updated the drivers. I have updated OBS every time an update comes out. This problem has been going on for the past 4 months! I just thought it was something to do with a application I made to track my Controller input but I was runnning today without it and it still crashed! I could not find any logs under "C:\Users\<username>\AppData\Roaming\OBS\Crashes". Here is the only log I could find under "C:\Users\<username>\AppData\Roaming\OBS\logs"

in windows' graphics settings, turn the hardware accelerated gpu scheduler off and reboot.
Thank you soo much for the Fast response, but under Settings ==> Display ==> Graphics I can not find the "hardware accelerated gpu scheduler" am I in the wrong graphics tab? I am using windows 11 if that makes a difference.

EDIT: Turning off the "Hardware Accelerated GPU Scheduler" did not work.

I found it under Settings ==> Display ==> Graphics ==> Change Default Graphics Settings ==> Hardware Accelerated GPU Scheduler.
