i would infer that your network route to league of legends server is not good. Remember again that a bandwidth test is often done to a nearby server to which connection is better.

Ahh, so it's an issue from my ISP to league of legend's server? should i try changing server in league of legends maybe?

Is there a fix for this?

can't say, just experiment.
If you lower your bandwidth (and quality), if there are less drops or none any more, you'll know for sure it's a bandwidth issue to the server.
The only cure is to lower the bandwidth or to leave that server.
