OBS framerate only getting to 12fps tried every setting nothing changes please help

Hi, please can someone help, I am completely stuck. i only noticed my framerate when i was streaming on twitch playing a game (pga golf 2k22), i lowered the settings in game no improvement, stopped the game, no improvement, restarted obs/stream still no improvement. I have finished streaming now and it is still 12fps. cpu seems to be steadily at 15-18%

My setup is not the best but i usually get 30fps fine and 0 dropped frames. I have added a fair few obs plugins recently I am guessing it is one of them.

STILL getting 12-15fps max after impletenting all the changes suggested when I analyzed the log file using the obs log analyzer, details and crash report below

after analyzing the 1st log with the obs log analyzer I did the following:
- disabled the Hardware-accelerated GPU Scheduler in windows settings and restarted PC
- Enabled Browser hardware acceleration in obs advanced settings
- increased my external audio interface (scarlett 2i2) samplerate to 48000hz
- ran the auto configuration wizard in obz to set the bitrate
- removed any game/display capture sources from scenes so that there is only 1 either game/display/window capture source in each scene.

I have changed all of the settings that it suggested, i am still getting 12-13fps. I followed the Auto configuration wizard and obs crashed I have included the crash log.

Ultra-low power 4 generation old CPU.. that isn't helping. Made a LOT worse by all the CPU draining filters/effects you are running
That log 2 does not have a recording or streaming session, so missing important details

What are you doing for real-time system resource and temperature monitoring? As U model CPU, it is really power limited to begin with (designed for battery life, not performance which real-time video rendering needs LOTS of), made worse if laptop is thermally throttling
 
Yeah it's not the best cpu. It doesn't get especially hot though, and the cpu usage is only around 10-15%, and it has only recently started doing this with the low framerate, it was doing 30fps fine 2 days ago when I streamed star wars battlefront 2. It doesn't have any lag doing things within obs, everything works fine except the framerate is really low.

I will get cpu-z running in the morning and record something and try using the all the bells and whistles.

Just to be clear, I know that it isn't the best machine, but I'm quite content playing games on medium graphics and streaming 30fps 720p, and so was the laptop until now.

I was wondering if it was a bad plugin or browser source or something that it would say in the logs that someone could interpret for me. My next step to resolve is turning them all off one by one to see if any of them make a difference.
