Question / Help OBS framerate drops, in-game FPS normal (Windows 10)

Hey gang, I've recently started streaming again after a month and a half hiatus. Back in November, I could stream at 60fps in 720p easily (with 3,500k bitrate). Here is an example of the old, smooth 60fps stream: http://www.twitch.tv/gunstarpocket/c/7043228

After the new year (and perhaps a Windows 10 update?), my stream has constant frame drops. Here is an example: http://www.twitch.tv/gunstarpocket/v/36435677

I've tried switching to 32-bit OBS from my usual 64-bit, but the problem persists. I've lowered the bitrate to 2,000kbps and the frames to 30, but this only alleviates the problem, and there are still dropped frames.

Any ideas/help would be greatly appreciated. I promise to start posting here more often, very cool cats on this forum!

"Hook Conflict"... can this be the cause? The HDMI-out on my graphics card is fed into the Elgato HD60, which is plugged into a 2nd computer for local recording while I stream. Could the Elgato be messing with the stream somehow?

edit: I have a feeling my problem is being caused by AMD's "Raptr Gaming Center". It has its own screen capture ability, and it must be interfering with OBS. Will report back soon!

edit 2: after uninstalling AMD Raptr, I'm still getting frame loss. I set the OBS priorty to "above normal", still no dice... will report back. Reinstalling DayZ now to see if that makes a difference

There's still a Hook Conflict Detected, and I can't figure out what it is! "WARNING: Another hook is already present while trying to hook d3d9.dll, hook target is unknown. If you experience crashes, try disabling the other hooking application"

Okay, so I uninstalled the latest version of OBS, and installed the Multiplatform version in its place, just to see if it made a difference. And the difference is NIGHT AND DAY! Absolutely no frame drops on the Multiplatform stream. Here is a sample: http://www.twitch.tv/gunstarpocket/v/36515111

I'm going to try an older version of regular OBS, so I can port all of my scene settings. Will give you guys an update
 
I also tried multiplatform, but it was the same as the regular one.
The only thing working for me right now is to run my games in Windows 8 compatibility mode.

Note: CPU encoding is generally ok, the issue is with GPU encoding.
