Question / Help OBS Framerate/CPU Usage Drop When Not Being the Active Window.

Sorry this is my first post!
I have tried looking for the issue but can't find anything quite like it or any solutions just yet. I'll detail my specs at the bottom. I recently started playing PC games again and decided I would stream Diablo III, however, when I get everything set up everything looks good until I click into the game. As soon as Diablo becomes the active window it's as if OBS stops trying to work. I have enabled/disabled game mode, tried messing with the process priority within OBS and to no avail. I even Spent 2 days figuring out how to make a new graphics card actually work with the MOBO on this PC (a nightmare in itself.) I will admit that I have tried using BOTH GPU and INT GRAPHICS at the same time, one for game, one for everything else via extended desktop, I have tried INT Graphics solo, as well as GPU solo none better than the last. Very frustrating. It's like as soon as the game becomes the active window, it consumes ALL resources and I just feel that shouldn't be the case, considering I remember streaming Overwatch with a dual monitor setup before. I am willing to try anything for a solution! (as long as it doesn't require a purchase as I am broke!)

As for my rig:

Processor: Intel Core i7 6700 Skylake 1141 LGA
MOBO: Hp 828A updated 2 days ago.
GPU: NVIDIA GeForce GTX 550 Ti EVGA (not as good as I would like BUT it's better than using integrated graphics)
RAM: 16GB DDR4 Dual Channel


If there is anything else you need to look at please alert me and I will get whatever you need, OBS works amazing with my PS4 and was running smoothly with 1080p 30fps through Twitch.



NOTE: All of this is before even starting the stream. As soon as I have the Game window active, OBS goes from 100-0 real quick...lol.

If you need logs, I don't know exactly how to do that...so if you could let me know in the reply that would be spectacular.

Make sure you've disabled Windows Game Mode.

Also, check that your antivirus doesn't have any sort of game mode as well (AVG/Avast do, and it's known to cause issues).

From the log, your primary issue is your internet connection:

22:40:43.205: Output 'test_stream': Number of dropped frames due to insufficient bandwidth/connection stalls: 165 (21.9%)

I haven't attempted to stream once. This is ALL before even streaming. this is all just having OBS open. I'm not worried about that yet.

I had ran a small test to see if the stream was as bad as the preview and had the bitrate too high, that's not the issue though I'm not worried about dropped frames, just the actual fps BEFORE streaming, I found out it was due to overloading the gpu.
