*I am reaching out to any of you who have streamed your Katsukity 3DS XL capture card on twitch, using OBS...*
Alright, so this issue is not related to my internet connection, nor to the FPS when I stream. My stream quality is all fine and dandy. However... any type of window capture, game capture or even monitor capture has a really weird frame lag spike. This hasn't just happened to me on OBS, but has happened to me on Xsplit too. I've tried several different capture cards and even MMO's. They all seem to have the same lag spike to them.
Ok, I really wish I could link a video demonstration of my problem, but it would be really hard to make out since recording my desktop would have frame lag to itself. So, I can only describe this issue. Now, the thing I am trying to stream is Ocarina of Time 3D on my Katsukity Nintendo 3DS XL capture card. The odd part is, the program that came with my 3ds capture card has very stable FPS, but when I put as a capture device on OBS, the game has completely different FPS. It is unstable, as there is a lag spike like every 10 seconds. I have messed with every setting on the nintedo 3ds capture program and on OBS alike. I've tried overclocking my PC even. I have tried everything. I don't think it's a problem with my CPU. I am only using like 20% of my CPU when doing all of this.
Now, you might wonder: "Why does he care about how it looks offline if his stream quality is fine?" Well, this problem follows me when I actually go live. So, if I can get rid of this mysterious frame lag, then my stream quality will be perfect. And I have heard that the preview isn't always a reliable source for what it will actually look like when you're live, but I still see it even when I am live.
Again, I am reaching out to anyone on twitch who has ever streamed their katsukity capture card. Please tell me if you have had the issue I described and the solution. I am desperate now, as I've been working on and off on this for the last year and a half trying to resolve this. I just want it fixed...

AMD FX 6 core processor (3.5 GHZ)
16 Gigs of RAM
GTX 660 Geforce Graphics Card
Windows 7 (64-bit)
Here are my settings on OBS:
1280x720 resolution
30 FPS
1000 Bitrate and 1000 buffersize
CBR enabled
pretty much the standard stuff...
