Question / Help OBS Frame Drops WITHOUT even recording or streaming

Hello Forum :)

I am here because I cannot figure out what is going on and why OBS is constantly dropping frames.
Even if I connect my PS4 Pro to my Elgato HD60 Pro I cannot get 60 fps without even recording or streaming. Just showing the image in OBS is just running at ~40fps.
As soon as I hit the record button the frames plummet to around 10fps.

I watched dozens of tutorials on how to best setup OBS for recording. I tried the auto-configurator. I tried to lower the settings extremely. Nothing seems to work.
The same goes for PC-Gaming - even lower base framerate - as soon as I hit record - 10 fps again.

Post your OBS log and a screenshot of the first tab of gpu-z.

Also, having SLI can hamper performance.
