Question / Help Obs FPS limiter doesn't change, even when "Apply" is used.

Basically what the title says. Everything on OBS is fine, the performance, I dont lag with it or anything, just that one problem where the FPS limiter doesn't change at all. It says it's recording at 60FPS in the settings, but when it is actually recording, it records at 30 fps. No matter what I do in the settings makes it change.

As you can see at the bottom, it just fluctuates between 28-30, never going above.

If someone could help me that would be great. Here are some screenshots of my settings as well

The screenshots wont help us much, we will have to see a log file.
In general the reason why you only get 28-30fps is normally a too high system load which keeps obs from rendering the wanted 60 fps. The log file will tell us about your system specs and gives us more info to help you further.

I see one potential problem in OBS running on your Intel Graphics Chip. It would probably run better on the Nvidia Graphics you have available, but in that case you will run into problems capturing your desktop. Game Capture should not be affected though.
Apart of that the settings look pretty ok and your CPU/GPU should be powerful enough for 60fps I would think. What you could change is the "Scene Buffering Time" in the advanced settings, set it to 700 (its the current default). And you could activate Constant Frame Rate, thats also in the advanced settings, activate the Use CFR checkbox.

To use your nvidia graphics chip with OBS:

Or in short: Go to the nvidia control panel in windows control panel, and go to 3D settings on the left. Then, on the right pane, add the OBS.exe path to the drop-down list, and select it to use the nvidia ("performance") adapter.

Or alternatively, here's a bit easier step-by-step for Game Capture:
Nvidia's control panel -> 3D settings on the left -> Global tab on the right -> Click the drop-down box below that, select the nvidia -> Click Apply and OK -> Restart OBS and game.
 
Alright I read through your post and I changed that small thing you said, and the only part that concerns me is this.

I usually if always never play in full screen, I always do it in windowed mode, I just find it more convenient for me to use. I have it set to my integrated graphics due to that reason since I use "Monitor Capture." I have tried window captrue but I always get a white screen, plus I'd rather have it record my entire screen than just 1 window.

If there would be a way where I could use my high-power GPU on both the game and on OBS, AND have it be set on "Monitor Capture" and not black screen, that would be amazing. If there is a method for this though, please tell me, I would highly appreciate it!
