I do apologize if this is a bit informal, I recently upgraded from a GTX 1060 to an RX 9070 XT, and have had some noticeable issues within obs since getting the card.
I've tried to find any identical issues, but I haven't been able to anywhere.
This doesn't have to do with when recording, this simply happens at any point the preview is on, regardless of no sources, if it is disabled, the flickering stops completely.
All drivers are up to date, I clean wiped the old drivers already with DDU, so if there's any assumption that it has to do with older NVIDIA drivers, that shouldn't be the case.

I'm using Roblox as my base example, but this happens with ANY full-screened application when obs goes over-top it in windowed full-screen.
So, in other words; IF the game is full-screened, but obs is also full-screened, it doesn't happened, but if obs is full-screen windowed, it flickers.
I've done older methods like disabling GPU scheduling, disabling 'optimized for windowed games', none of these remotely did anything to fix this issue, I'm unsure if this is more of an AMD related, or an Obs issue.
