I don't know why (when i record with obs, edit the video in sony vegas and render it) the frames are not 30 frames they look like they are 20 frames. It is really weird i don't know why it is doing that. The original file plays fine at 30 frames but when render it in sony vegas with 30 frames settings it renders out with lower frames.
