OBS fader volume or mute does not adjust record or stream volume

Computer volume is set at 80. When I adjust OBS fader volume, it does not adjust the record or stream volume. Even if I mute OBS, the record/stream level still does not mute.

Might be a silly question, but... are you adjusting the correct fader? There could be multiple faders depending on how many sources you have; depending on your screen config, you may need to scroll to the right in the OBS Audio Mixer to see the rest of the faders?

I have clicked unhide all for the audio mixer. I have muted all channels, uncluding the channels that are showing a signal, and I still am recording sound. I have re-installed OBS and the problem still persists.

That seems strange! From the recording are you able to tell, are all the channels being recorded/broadcast, or is it just one particular channel? Also, what are you hearing on the monitoring (check the advanced audio settings) - does that match what you expect to hear or what is on the recording?
That might help with your troubleshooting.

To be clear, are you adjusting the faders in OBS, or in the Windows audio mixer?
I only ask because you mentioned 'computer audio set to 80'.
