OBS eating 60-99% of GPU

I've been having this problem for a week now, even if offline, if I have OBS and any game open, OBS starts chewing up ~80% of my GPU. I've tried countless fixes for it but nothing has helped. I've asked people well versed in IT who have helped try and figure out if its an OBS issue vs a my GPU issue, and we've come to the conclusion it's an OBS issue

those are the logs. I already tried rolling back to a previous version of OBS but same issue. rolled back Graphics drivers as well, no change.
Send help please and thank you

1. Multiple Game Capture sources are usually not needed, and can sometimes interfere with each other (scene 'Main). You can use the same Game Capture for all your games. If you change games often, try out the hotkey mode, which lets you press a key to select your active game. If you play games in fullscreen, use 'Capture any fullscreen application' mode.
2. Set multipass to single pass, disable look-ahead and psycho visual tuning (or whatever it's called now). Those use additional GPU.
