Question / Help OBS Dropping Frames

I keep dropping frames in OBS but my settings have been the same and I'm getting 14mbps upload speed and 160mbps down I don't really understand how my network could be an issue and i'm really confused. I attached a log file and a screen shot of my speed test. Also this only seems to occur whenever I start a game I used CSGO to test with both NVEC & .264 issue happened with both codecs

@Dilaz Tried pretty much everything there, turned off firewall, same issue, tried bypassing router to go straight to modem same issue, tried streaming with youtube same issue, tried new network cable same issue, changed servers, lowered bitrate, how can I fix this? none of those solutions helped
 
alright ran another test with twitch bandwidth tester for about 5 mins, it never dropped below 4000 kbps for Miami, FL and I'm in FL currently I think this is an problem with OBS
 
changed server to auto and frame dropping stopped immediately, weird cause when I did a nvidia stream the issue went away. Strange
